DRAFT LAW ON CONTROL CHAMBER DISCUSSED IN FIRST READING

YEREVAN, NOVEMBER 27, NOYAN TAPAN. The draft of the new law
on the Control Chamber and a package of amendments and additions
to 8 laws based on this draft were discussed in first reading at
the November 27 special siiting of the RA National Assembly. The
adoption of the new law is conditioned by the constitutional
amendments made a year ago. The law will take effect after the
election of the parliament of the next convocation. Since that
moment, the RA Law on the RA National Assembly Control Chamber
will lose its effect.
Unlike the current law, the RA Control Chamber (CC) is an
independent state body implementing the external state control
over the use of budgetary resources and the state and community
property. The chamber will be governed on the principle of
collectivity. Its chairman will be appointed by the National
Assembly at the recommendation of the RA president for a 6-year
term. The Control Chamber's governing body - the Council will be
composed of 7 members: the CC chairman, deputy chairman and 5
members. The CC will implement control by carrying out
monitoring, check-ups and analysis in accordance with an annual
program approved by the NA's decision. The CC will be the legal
successor of the RA NA, and within a year after the law takes
effect, the CC will implement the annual program of its
activities adopted by the RA National Assembly.
