ARMENIAN NGOs INTEND TO RESTORE THIER RIGHT TO ENGAGE IN
ENTREPRENEURAL ACTIVITY

YEREVAN, NOVEMBER 11, NOYAN TAPAN. The purpose of
discussion of legislative packages to promote financial
stability of non-governmental organizations (NGOs) is to present
the idea of the Law on One Percent, NGOs' right to engage in
direct entreprenueral activity, the legislative drafts
regulating them and machanisms of use. Karen Sargsian, expert of
the program "Financial Stability of NGOs in Armenia", stated
this at the November 10 round table organiazed by the NGO
"Professionals for Civil Society" (PFCS).
According to him, the Law on One Percent that is in effect
in Hungary, Slovakia, Poland, Romania and Lithuania is a tax and
legal mechanism by which the tax payer gets the right to
allocate 1% of the income tax to be paid to the state to a
non-commercial organization.
The legislative drafts on making amendments and additions
to the RA Law on Income Tax and the RA Law on Non-Governmental
Organizations were developed by the lawyers of this program
implemented with the assistance of the USAID and the Counterpart
International/Civil Rights Protection Support Program. These
drafts were submitted to the National Assembly in 2005. However,
according to Chairwoman of the PFCS Tsovinar Sukiasian, until
now there has been no response.
