YEREVAN, NOVEMBER 6, NOYAN TAPAN. A draft conception of reforms was prepared by the working groups created to implement reforms in the sphere of science. It will presented to public discussion in November. Ara Avetisian, the RA Deputy Minister of Education and Science stated about it at the November 3 press conference. He mentioned that the main goal of reforms is formation of a joint government system of the scientific sphere, increase of effeciency of scientific organization's activity, security of scientific potential as well as modernization of the material-technical basis, volumes of financing, clerifying of main directions. In Ara Avetisian's words, creation of an independent experimental system of the sphere of science, commoditization of and export of a scientific result to inner and foreign market are among the important goals of the reforms. In A.Avetisian's words, the 3 working groups, created by the order adopted by the interdepartmental commission (representatives of the RA President's and Government's staffs, National Academy of Sciences, Ministries of Education and Science, Finance and Economy, Trade and Edonomic Development are involved in which) formed in July by the RA President's decree, worked apart and proposed almost the same proposals. The Deputy Minister mentioned that the experience of reforms of the foreign scientific sphere was also studied. It is envisaged to send groups soon to Hungary, Czech Republic, Poland and Lithuania to study management mechanisms, ways and volumes of financing in those countries. In A.Avetisian's words, some transformations of the "Prussian" model functioning in about 60 countries of the world were also taken into consideration to implement reforms. Besides, in the Deputy Minister's words, when forming the document, the commission took into account some provisions of the UN draft concerning to the NAS. A.Avetisian also stated that after the reforms, the whole academic system will continue working with a fund's status. Results of public discussions will be summed up in the first ten days of December, and late the same month, the reforms conception and list of legal acts will be presented to the RA Government's discussion according to the fixed order.
