YEREVAN, SEPTEMBER 20, NOYAN TAPAN. Initiating working out of the conception on dual citizenship, the RA Government fostered liberating approaches in all issues, except compulsory military service. Davit Haroutiunian, the RA Justice Minister mentioned about it in his speech at the Armenia-Diaspora third conference on September 19. In the Minister's words, the Government took into consideration presence of three groups of the future dual citizenship: traditional Diaspora, former RA citizens who left the country after 1991, and those RA citizens who will in future want to get citizenship of other country as well. It was mentioned that is supposed to show differed approach to those groups. RA citizens will undergo compulsory military service in Armenia, irrespective of adopting dual citizenship. Citizens of other countries who will also get citizenship of Armenia, will be transferred to the reserve of the RA Armed Forces, if they have already undergone it in another country. But, taking into account the present geopolitical state of Armenia, all people having RA citizenship will be subject to levy, in the case of war danger. D.Haroutiunian also mentioned that according to main principles of the conception, dual citizens must have right to participate in elections of local self-government bodies and to be elected. Those dual citizens who will be at the moment in the territory of Armenia will be given right to vote at state elections. Dual citizens will not have a right to be elected as RA president and NA deputy. In the issue of occupying posts, limits may only be connected with military, national security and police high posts. If a person has Armenian roots and may prove it, then he will be considered Armenian by origin and will get RA citizenship by simplified order. In the Justice Minister's words, the government does not expect great stream of people wanting to get dual citizenship. D.Haroutiunian mentioned that those foreigners who would like to become citizens of Armenia as well, will lose the right of using diplomatic protection of another country in the territory of Armenia, in the case of being condemned in the RA territory, they will not be able to pretend on extradition, will lose privileges defined for foreign investors.
