ARMAN MKRTUMIAN: TRIPLE INCREASE OF DECISION ON CIVIL CASES
PROVES INCREASE OF CITIZENS' TRUST

YEREVAN, DECEMBER 26, NOYAN TAPAN. Two chambers of the RA
Court of Cassation issued verdicts and decisions on about 3000
cases in 2005. As Arman Mkrtumian, the Chairman of the highest
judicial instance on economic and civil cases mentioned at the
interview to journalists, the number of court verdicts issued by
the chamber increased by trice compared with 2001: 2514 instead
of 863 of 2001 what according to the chamber Chairman proves
increase of citizens' trust towards the court. For the next
year, A.Mkrtumian attached importance to work directed to
increase of the role of the Court of Cassation envisaged by the
RA Constitutional reforms. According to the constitutional
amendments, the Court of Cassation must provide tedious usage of
a joint judicial practics and laws. From now on like the
Strasbourg European Court on Human Rights, the RA Court of
Cassation will itself decide which case to accept for bringing
to action: those cases will be examined in which a problem of
violating the human rights or judicial precedent exists.
Hovhannes Manukian, the Chairman of the RA Court of
Cassation, in his turn, attached importance to holding of the
second stage of judicial-legal reforms the next year. Within the
framework of reforms, particularly, the draft to the Judicial
Code is worked out: this will involve principles of court
formation the most important for the judicial system and its
activity, of a judge's status, ones relating to activity of the
Justice Council, main principles of judicial ethics will be
fixed in the code. Reforms will be implemented in 3 judicial
codes: civil, criminal and administrative.
