10 RA CITIZENS APPLY TO EUROPEAN COURT TO RESTORE THEIR
OWNERSHIP RIGHT

YEREVAN, NOVEMBER 5, NOYAN TAPAN. Disguising themselves
with "state needs," a group of high-ranking state officials made
redistribution of property characteristic of Stalin era. Sedrak
Baghdasarian, the Chairman of the Victims of State Needs NGO,
said at the November 5 discussion under the title "Ownership
Right and Protection of Owners' Interests." According to him,
the RA government making a number of decisions in 2001-2005,
including the decision "On Measures of Implementation of
Construction Programs in the Administrative Boundaries of
Yerevan's Kentron community," robbed more than 1000 inhabitants
of that community. While, as S. Baghdasarian said, according to
the Constitution, "the RA government cannot establish such a
procedure of real estate alienation for public and state needs,
which will authorize it with the right of real estate
alienation."
S. Baghdasarian said that the organization will struggle
resolutely to restore the violated rights of citizens, who have
been deprived of the ownership right. According to him, 10
lawsuits have been introduced to Strasbourg European Court of
Human Rights by owners.
