PRESENTATION OF COMMERCIALS "IF YOU ARE INVITED TO THE
POLICE" TAKES PLACE

YEREVAN, NOVEMBER 13, NOYAN TAPAN. Presentation of six
commercials "If You are Invited to the Police" took place on
November 13. The commercials were made within the framework of
the campaign dedicated to the protocol of the UN Convention
against Torture and Other Cruel, Inhuman and Dignity Harming
Treatment and Punishment. Representatives of the NGO "Civil
Society Institute" that conducts the campaign with the
organization "International Prison Reform" said that the
propoganda campaign conducted with the financial assistance of
the British government aims to create the national mechanisms of
public control of closed institutions.
Mikael Baghdasarian, member of the monitoring group on
implementing public control in prisons of the police system,
told NT correspondent that the annual report of the monitoring
mission has been subitted to the police. In his words, when one
becomes acquainted with the police system, he finds out that it
is not so bad as people usually believe, although "there are
shortcomings, which must be eliminated." What is important is
that people's attitude and mentality should be changed.
The group implementing control in the police system was
created in January 2006 by the order of the Chief of the RA
Police. The group controls the conditions of prisoners, their
rights, cases of torture. M. Baghdasarian said that those
surveyed are afraid of speaking about torture, although they
started to trust the group, which is the result of their correct
work. It is envisaged to start a new program soon.
