President Bako Sahakyan signed a decree according to which for consistent presentation of the interests and rights of the Nagorno Karabagh Republic in international arena and in connection with the 20th anniversary of the NKR ministry of foreign affairs diplomatic rank of the NKR envoy extraordinary and minister plenipotentiary was conferred to a group of the ministry's officers, including Albert Andryan, NKR permanent representative to the Russian Federation; Karlen Avetisyan, NKR permanent representative to the Republic of Armenia, Hovhannes Gevorgyan, NKR permanent representative to the French Republic.
On the same day according to another Presidential decree for the productive work in the field of implementation of foreign-political functions and in connection with the 20th anniversary of the NKR ministry of foreign affairs the “Gratitude” medal was awarded Armine Alexanyan, head of Department of International Structures and Humanitarian Cooperation of the NKR foreign ministry; Robert Avetisyan, NKR permanent representative to the United States of America and Canada; Semyon Afiyan, secretary general-head NKR foreign ministry’s staff and some other diplomats.
