Imagine that someone with ten Nobel Prizes applies to become a new academician, having previously had hundreds of graduate students, but not having had a graduate student in the last four years. It turns out that “our officials” will not allow him to run for academician of Armenia. Thus, “our officials” will simply reject a holder of ten Nobel Prizes.

The fact is that the commissions for such awards and the editorial boards of such journals have already evaluated the work of this scientist themselves.
Comment. The third category means that we are dealing with world-class scientists; in this case, we do not require them to have a certain number of publications. By defining the third category, we will return the aforementioned Mergelyan and other outstanding scientists of the USSR to science. Otherwise, our “Sorosites” will simply destroy them.
The second category means that we are dealing with scientists who may grow into higher category scientists in the future; they are candidates for the highest category.
The first category is those about whom we cannot say anything in this regard at the moment.
