YEREVAN, NOVEMBER 1, NOYAN TAPAN. It would be more correct
if Yerevan Mayor was elected by the people and not by the
council of elders by proportional system, as it is envisaged by
the RA bill On Local Self-government and Territorial
Administration in Yerevan. David Petrosian, the prefect of the
Nor Nork community, said at the November 1 press conference. He
also said that according to the bill, there will be 10
administrative districts instead of communities, the heads of
which will be appointed by the Mayor after consulting with the
council of elders.
According to Surik Ghukasian, Davitashen prefect, prefects
should be elected without fail. In his words, "it is mainly
socially insecure people, who apply to prefect's offices," and
if heads of administrative districts are appointed, the
tradition to receive these people and to solve their problems
will be liquidated. "At that time the prefect will be
responsible not before those electing him but before those
appointing him," he said.
