In Syunik, the changes in the subordination of general education schools and the new management model have been discussed.
On July 3, a meeting was held at Goris No. 5 Primary School, chaired by the Deputy Minister of Education, Science, Culture and Sports of the Republic of Armenia, Araksia Svajyan. The head of the Department of General Education, Tamara Sargsyan, the heads of the education, culture and sports, and financial departments of the Syunik regional governor's office, as well as the directors of the region's general education schools and coordinators of the administrative and economic part participated in the meeting.

According to the amendments made to the RA Law on General Education, functional changes will occur in the management system of regional subordinate general educational institutions starting from September 1 of this year. The substantive (educational) management of schools will be entrusted to the Ministry of Education, Science, Culture and Sports of the Republic of Armenia, while the administrative and economic functions will be assigned to the governor's offices.

As a result of this structural change, only the employer of the parties will change. Relevant agreements will be concluded with the parties before September 1.

The competitive procedure for the selection and appointment of directors (evaluation of development programs and interviews) remains unchanged, in the format of joint commissions composed of representatives from the region and the ministry.

Taking into account that the number of schools directly under the ministry's jurisdiction is significantly increasing in the republic, a regional coordinator position will be introduced in the regions to ensure operational management. The regional responsible person will be a permanent connecting link between the ministry and the local schools, spending most of their time in the region to quickly respond to local issues.

Deputy Minister Araksia Svajyan specifically addressed the issue of teachers who have not met the established minimum requirements. "The ministry has already sent out relevant notifications and lists. Teachers who have not passed the voluntary certification three or more times, do not have a 15% increase in certification results, and have not scored the transitional 50-59 points are subject to dismissal. This list also includes those educators who were obliged to participate in the certification but did not, which is also considered as an uncertified status," noted Svajyan.

In the teacher retraining programs, the application of Artificial Intelligence (AI) educational tools will take a significant place from now on. It was emphasized that instead of prohibiting children from using AI tools, they should be taught their correct, ethical, and purposeful application.

New subjects, "Safe Living" and "Healthy Lifestyle," will be introduced in a phased manner in the general education program.

Digitalization is one of the key tools for reforms, which will ensure transparent and objective management.

The meeting particularly addressed the educational institutions being built and renovated in the region within the framework of the "300 Schools" program. It was emphasized that especially in rural areas, new infrastructures should not be closed after classes.

Schools and educational complexes should transform into active community centers, providing sports, cultural, and educational activities in the evening hours for both children and adults. "We are actively cooperating with the Ministry of Territorial Administration and Infrastructure of the Republic of Armenia. The safety of children and the accessibility of roads leading to schools are at the center of our joint agenda. We have a new project, and the process of acquiring, providing, and servicing school buses is underway," concluded the deputy minister, expressing hope for a meeting in August.

Since the financial year is already halfway through, the September revisions and the budget closure for the current year will still be carried out in cooperation with the governor's office, while from January, the system will fully transition to the new model.
